“本土建筑环境及古迹保存”专题演讲会

大家早上好,为配合赤道艺术学院25周年庆典暨配合乔治市节庆,今天我们对“本土建筑环境及古迹保存”做了这次的专题演讲会。
1. 在2008年, 乔治市与马六甲共同联名获得世界文化遗产美誉。
乔治市与马六甲都是位于马六甲海峡沿岸的城市,地方开发超过数百年历史。这2座城市都经历过很多朝代,因为是沿海地区,所以也成为了中西文化的交汇点。
亚洲和欧洲的影响,也同时赋予这2座城市充满多元文化的无形和有形价值。
2. 从2008年开始,槟州政府已经实行6个政策措施以提升我们的文化艺术风气及遗产管理,其中包括:
i) 成立乔治市世界文化遗产机构,专注管理槟州世界文化遗产区。
ii) 推出乔治市维护古迹工作蓝图,管理乔治市世界文化遗产区。
iii) 主办乔治市艺术节。乔治市艺术节提供了一个平台于艺术家,包括美术、戏剧、舞蹈、装置艺术等让他们展现自己的才华。
iv) 加强博物馆及艺术画廊的角色。博物馆委员会在得到槟岛市政局的配合下,成功租借充满历史背景及广阔的建筑物,那就是中路57号作为槟为博物馆分馆。
槟州博物馆及艺术画廊委员会也籍着槟州博物馆及艺术画廊成立46周年,重新出版停刊了17年之久的博物馆及艺术画廊2010年年度报告,该报告详细地记录了博物馆及艺术画廊全年的活动报告,访客建议及留言等。
v) 2011年槟城古迹法案在槟州立法议会上通过。立案的通过是希望在法律应允下管理,保护及修复,这不只限于乔治市世界遗产区,但还包括整个槟州古迹。法案建议还包括有形文化遗产和无形文化遗产。
vi) Intangible Heritage (非物资文化遗产普查)
乔治市世界文化遗产机构将在今年7月至9月在古迹区内通过完整的计划,展开记录非物质文化遗产行动,收集有关传统行业、工艺和艺术表演等项目。
3. 槟城州政府和乔治市世界文化遗产机构将在今年杪在槟岛古迹区外的建筑古迹建立资料档案工作。
在古迹区以外的建筑古迹对我们来说是同样重要。因此,我们必须为有关建筑进行全面建档。最后一次的资料收集是在80年代和90年代。我们将会在槟岛古迹区外考古遗址,古迹,宗教场所,旧聚落,机构等进行资料建档工作。
4. 今天的主题为“本土建筑环境及古迹保存”我想在这里强调,建筑遗产有2个元素:
I) 无形建筑文化
- 土地利用
- 建筑物模式
- 整体模式(建筑/街景/市容)
- 整体感觉
II) 有形建筑文化
- 单一/建筑物
- 公园或花园
- 纪念碑和其他建筑
- 考古遗址
- 途径和街道
- 基本设施
5. 乔治市世界文化遗产机构也主办教育活动 “年轻人探索古迹区计划”。 这是每月活动,免费让15-25岁年轻人参与。
我们希望通过这样的一个活动让年轻人获得乔治市历史及文化遗产的知识。 我在这里也希望赤道的同学们能踊跃的参与这项具有教育性的活动。
6. 我们必须谨记世遗区的普世价值必须基于地方价值,地方经验基础之上及以更重要的是它也依赖地方保护的努力。

Ladies & Gentlemen.
A very good morning to everyone. We have a very interesting topic today, “Local Built Environment & Heritage Conservation”
1. In 2008, the World Heritage Committee in its 32nd annual session held in Quebec City, Canada inscribed both Malacca and George Town as a World Heritage Site, known as Melaka and George Town : Historic Cities of the Straits of Malacca.
The two historic cities, situated along the Straits of Malacca, have developed over 500 years as trading centres and settlements, benefitting from the cultural exchanges between East and West.

The influences of Asia and Europe have endowed the cities with an intrinsic multicultural heritage imbued with both intangible and tangible values.
2. Since 2008, the Penang State Government has embarked on several initiatives to protect and promote the status of George Town as a World Heritage site.
i) Formation of the entity of George Town World Heritage Incorporated (GTWHI) as an agency responsible for the management, monitoring and promotion of the city of George Town as a World Heritage Site.
Preparation of Draft Special Area Plan (SAP). The SAP is a plan prepared for the George Town World Heritage Site to guide and control development within the area. The SAP shall serve to guide the promotion of conservation, preservation, rehabilitation, restoration and reconstruction in the World Heritage Site.
iii) Organising the month long George Town Festival celebration. This celebration serves as a platform for visual arts, performance arts, literary arts and installation arts.

The idea for the George Town Festival began as an anniversary celebration of the World Heritage inscription on July 7, 2008. The first celebration was held in 2009 as a weekend showcase of culture. Following the success of this, the Penang state government decided to support an annual month-long festival of arts, culture and heritage, and in 2010 the GeorgeTown Festival was born.
Amid the larger celebrations and events featuring international as well as local arts, every 7th of July the communities of the inner city come together for a 3-day celebration, showcasing their own cultural practices and performances, food and craft. This community-centred festival within a festival features a diverse range of arts, from traditional dances and martial arts demonstrations, to exhibitions and street performances; from the re-enactment of street life in the 1900s, to food fests and special tours and talks; all devised and conducted by members of the communities of historic George Town.
Enhancing the role of Penang State Museum and Art Gallery.
v) The Penang State Legislative has passed the State Heritage Enactment Act 2011. The purpose of the Enactment is to provide for the management, preservation and conservation of cultural heritage and natural heritage for the state of Penang and for matters connected to it.

vi) To conduct a survey of Intangible Cultural Heritage within George Town Area in the month of July 2012 to September 2012, This cultural survey is to help safeguard, preserve and conserve the site besides managing the living and built-up heritage of the area. What makes intangible heritage particularly special is that it involves living individuals and their traditional practices, beliefs, ritual and livelihoods. The study would be useful for heritage planning, education as well as for community strengthening activities. It will also increase awareness among stakeholders and the public.
Moving forward, Penang State Government and George Town World Heritage Incorporated will initiate a project called “Penang State Heritage Tangible Inventory”. The purpose of this project is to update the inventory listing for heritage buildings outside the current heritage zone in Penang island.
Heritage buildings outside the heritage zone is equally important. Hence, we must conduct a comprehensive inventory update for heritage buildings. The last such exercise conducted was in the 80s and 90s. We will look at archaeology sites, monuments, places of worship, old settlements, institutions, etc.
Open invitation has started from 22 June 2012 and will close on 13 July 2012. For the interested parties who can undertake the inventory work, please refer to the office of George Town World Heritage Incorporated.

Today's topic is on Built Environment. I wish to highlight that there are 2 elements of build heritage namely :

We hope to have a balance discussion and attention for both intangible and tangible built culture.
George Town World Heritage Incorporated also organised an education programme called “Heritage Exploration for Young People”.

Penang to draw up list of heritage buildings outside Unesco zone
THE Penang Government plans to compile
an inventory listing of heritage buildings
located outside of the Unesco heritage enclave. State Town and
Country Planning,
Housing and Arts Committee chairman Wong Hon Wai said
such buildings and sites
deserved to be recognised.
He said the
inventory listing project would entail physical on-site recordings as
well as a collection of written and oral documentation by a team of
heritage
experts.
“We are looking for archaeological sites,
monuments, places of worship, old
settlements and institutions that are
located at other places such as Air Itam
and Balik Pulau besides George
Town,” he added.
Wong said the Penang Municipal Council had also done a heritage property
inventory listing in the 1990s.
“However, this time, we will call for an open tender to seek heritage
consultants to undertake the inventory work,” he said.
“According to our initial planning, we are aiming to start the project by the
year-end,” said Wong.
He added that the closing date for the open tender bidding is July 13.

Heritage Conservation’ held at Equa-
tor Academy of Art in Leith Street on
Saturday.

黃漢偉:檳政府年杪設資料檔案‧古蹟區外圍建築物也重視
(檳城)檳州政府關注古蹟區以外的古蹟建築物!
掌管檳州城鄉規劃及房屋事務的行政議員黃漢偉說,檳州政府非常關注古蹟區以外的古蹟
築物,因此與喬治市世界文化遺產機構配合,在今年杪為一項檳島古蹟區以外的古蹟建築
設立資料檔案。
“檳島最後一次為古蹟區以外的建築物進行資料收集是在上世紀80年代和90年代,因此我
有意為所有檳島古蹟區外考古遺址、古蹟、宗教場所、就聚落、機構等進行資料建檔
作。”
他說,古蹟區以外也有非常多歷史悠久的建築物,因此州政府希望在設立資料檔案之後,
後也能夠立下政策來保護這些建築物。黃漢偉昨日(6月30日)

古蹟文藝可與發展共存
赤道藝術學院院長拿督蔡貴榮說,身為土生土長的檳城人,他對喬治市在2008年列為世界
化遺產城感到非常自豪,因為這不但是檳城的榮譽,也是向世界證明,在檳城的古蹟建
物、藝術和文化與現代發展不但能共存,還能相互輝映。
這次的專題講座會邀請了古蹟建築師陳耀威主講“保留店屋—喬治市之修復及調適”、室
設計師王財發主講“過去、當下、未來”、赤道藝術學院校友陳旭宏及陳慶鴻則探討建築
